The if_timer_finished mission scripting condition tests if a timer has counted down to zero yet.  Timer names are case-sensitive. If no such timer has been created, or if the timer is still counting down, the condition will be false.  The current values of timers can be seen by hitting F7 on the server screen several times until the list of all timers appears.
