Info from developer on official forum. Had this happen to me in 1.70 and didn't see any other reference to it!
Reworded torpodo-to-energy conversion and added reference to the reverse (energy-to-torpedo) function. Added a point to clarify that "all systems at 0%" isn't a special case for regenerating energy, but rather any ship can regenerate energy as long as its rate of production exceeds its rate of consumption. Minor spelling changes to placate the ornery spellchecker (e.g. refueling, traveling).
